Hiding in the rock formation in the park just outside the maintenance room (across from the toilet). A gun would be helpful, though they're not easy to come by so early, but you can visit the shop on the second floor in palisades mall for a couple of sniper rifles. I equipped some knife gloves (bowie knife + punching gloves) and just let him hit me so he would do his stupid victory dance. You encounter him down by the arena entrance, and fight him further up Fortune Park by the save point.
The sword wielding brother is an annoying little hit n'run shit, though. Roger and Reed (World's Most Dangerous Trick).Whether or not you hit him he will retreat regardless (with thanks to Xabu). He'll try to lunge at you in the hall and if you moved quick enough, he'll miss and be stunned temporarily, at which point you can nail him with another ball. Stand at the very entrance of the bathroom doorway (you have to be inside for him to jump out of a stall), and the second you see him jump out, nail a ball at him and turn around and run. If you don't want to spend money on guns or wait to level up, just grab two Metal Bats (the ones that you hit balls when you attack which can be found in Royal Flush Plaza) and a bunch of food just in case. Stay to the end of the room, dodge him until he runs off into a toilet stall, wait for him to pop back out, shoot.
Don't do him immediately, as in a later story mission you come across a bunch of free merc rifles which you can use to blow him away. You can fight this guy early in a set of toilets in the Americana Casino.
So like the first game, Dead Rising 2 suffers from the same crap with the boss battles, in that while you can take on zombies with every other bit of stuff on the floor, you're going to need something special to take the bosses down.
